The other thing to take down in the immediate vicinity of the terrorist occupations is all WiFi service. First thing you do in a siege is cut off all water, food, power/gas and their communications.
Unfortunately that would also take down a geographic area and 911 service for real emergencies across it. A better solution allowing for emergency and essential services is taking down the cell service for everything except voice phone calls and 911.
