Custom reloading?

If one wanted to load tight tolerance/match grade, competition, or custom ammunition for pay, what kind of market do you guys think there would be if any for this? The thought crossed my mind and I'd like more opinions

And you need the correct FFL for selling and manufacturing ammunition.
And if you are making ammo from all new components I believe federal excise tax need to be paid.
