I wouldnt get too worked up over it. Them companies made every guy on the job wear a hard hat, even the roofers(guess they were concerned about ghost chickens in the sky)...they probably went up there to smoke lunch and got so stoned they forgot where they hung them!

A lot of us in construction keep hard hats near by, just in case an inspector comes around. Looks like the framers left them when they put up the sheathing.
