I think you should have to press a button with the tip of another pen before you can open the pen you are trying to use. To slow down the rate of writing and such.

    Pens should have safeties.

Chinese police said preliminary investigations found the 41-year-old passenger, identified only by his last name Xu, had a "history of mental illness".

Trying to use a fountain pen is a sure sign of madness. Anyone in their right mind has moved on to the ballpoint. The fountain pen is the 1911 of the writing instruments world.

    Pens should have safeties.

The writing tip should retract after every inch of line forcing the user to click it again to continue.

Ball-point pens should be outlawed. Anyone with something that important to write can take the time to properly prep a quill and inkwell.

Ban modern fast-drying ink. You should take the time to let it dry and review your work and ponder if it really needs to be given to the recipient.

Ban modern cheap recyclable paper. Access and affordability encourage use and even more so waste. Parchment, vellum, and hides were good enough in the past.

No pen should be allowed to have more ink than it takes to write half a page. no sane person needs to write that much.

    Register pens.

Anyone purchasing more than 5 pens in a month gets reported to LE.

Limit ink purchases to 5g per month.

You know you were all thinking it.

That yellow pen is NOT a fountain pen. Just ask any member here who learned cursive writing in Catholic schools under the supervision of a black wrobed nun!
