If I understand the preemption law correctly, they could have a bad day or two or three if they try to enforce that.

It looks like they don't like the handicapped either. And then there's this: IC 35-47-11-2.

    Who owns the fairgrounds?

    Who runs the fair?

Does a private organization rent the fairgrounds for the fair? (As in Porter County)

Exactly my thoughts. In my county the fair is operated by a private organization set up specifically to organize and operate the county fair, so the county won't take the risk of taking a loss. They rent/lease the fairgrounds for the event. I'm not sure who actually owns the fairgrounds here either which would be moot if they're rented by the private fair committee.

Owner of the grounds is irrelevant. Important thing is who runs the fair. They get to set the rules.
Its not completely irrelevant, but dictates the mechanism.

If the County Commissioners leases the facilities to the 4H, then that lease should be available via an APRA request. If there is no lease, then the 4H doesn't have the necessary property interest (probably) to ban the firearms under the pre-emption law.

Simple solution. Don't go to that fair. Yes concealed no one would know but I have morals and values and will not suport busness, activitys, clubs, or events that are organized by those who want to disarm us.
