The person was already fleeing. Even if he hit them he still damages his jeep. Bad shoot to begin with and an innocent bystander died from his poor decision making.

"...Folks, we all know gun owners who don’t read up on things like use of force laws. ..."

Really? If you're stupid enough to own and deploy a firearm without knowing the law, you deserve what you get.

...but did he throw the gun too?

Anyhoo, I read somewhere that deadly force to stop property crime when you're life is not in danger is a good thing.

I think that's 2 separate issues.
I'm mentioning more about shooting at a moving target in a neighborhood.

Second, he failed to account for his surroundings. Panton failed to consider where else his rounds would go. Remember that Rule Four says to know your target and what’s beyond your target. There’s a reason for that. Rounds go through things, after all, and in this case, it resulted in an unfortunate death.

But, but Numby McNumbnuts thought he was pointing the gun in a safe direction. I've been told on INGO that this is all you need.

Dispassionate as it sounds, he earned that thoroughly. I'd say he gets off lightly for the effects of his recklessness but he has to live with himself too.
