I am repeating hearsay and I do not have a written source, but one of the first times I was in Indy for an admin hearing, I asked this. I was told that pink color was the color used for receipts for money paid to the State of Indiana, at the turn of the last century and it simply stuck.

BTW, the license used to be much larger, like a 4"x6" index card, with a box for a thumbprint.
