    The answer is obvious: make everyone move out of those counties.

    It's wrong to concentrate those people in certain areas, lets spread the fun around!

    oh wait, that's why my moms town went from a decent place other than drunk college students to having gang problems and multiple high-school and younger murders per year almost overnight when they closed the worst Chicago projects about a decade ago.

    No, build a wall around those counties.

    The map below shows the distribution of murders in Indianapolis, with 135 murders. Although the city extends well beyond the 465 Highway that encircles downtown Indianapolis, there are only four murders outside of that loop. The northern half of the city within 465 also has relatively few murders.

    Surprise, surprise.

    Fixed that. There's a metric butt ton of guns on the northeast side. Felons, dope dealers, and 15 year old thugs, aren't usually real up front about owning them, though, even when they are in their pocket or in their car. Funny, that.

    Overlay murders with large concentrations of young drug offenders, and I bet you'll see a pretty strong correlation.

    Wait a minute Mr. Obvious..................Gun crimes are up you say in and around the State Fair Grounds, isn't that where the biggest gun show in the state is held ?

    Well then that must be it, stop the sale of GUNS, which are of course the root of all evil and crime will just have to stop in those poor areas.
