    If the "new" interpretation is correct, everyone who has one is already a felon. The definition is in a federal statute, the ATF can't change that.

    I don't see there being any way that they can be grandfathered or registered without a legislative action. If you call them a machine gun, the Hughes amendment applies.

    Yeah, there's that problem.

    That would also nix an amnesty or registration period. Well, something like that would require legislation.

    They could still make it an NFA item, effective at some date in the future, which would allow people to pay another $200 to register them.
