I'm sure I don't know.
I'm also pretty sure that anyone with a 75 page "manifesto" doesn't care what the laws are. Those laws would pertain to other,mostly sane individuals.
The guns will be blamed, but they usually don't fire by themselves.

That's just not acceptable. Especially the part about "proper" being case by case. That just devolves into guns for me but not for thee kind of thing.
