    Do the people in each state vote to see if their state is on board to amend the Constitution.If that is the case it might pass...people like their free stuff.

    Do they need 38 states or just the reps from 38 states to make an amendment?

    Both house and senate have to pass with 2/3rds vote, then 3/4ths of the state legislatures also have to ratify.

    There is zero chance this will get a 2/3rds vote in the senate, let alone the house.

    I read this guy tried this 2 years ago as well.

    They've been doing this since Reagan (actually before, but most notably). Not going to pass.

    I will like people to note, that the 22nd Amendment was not found in the original Constitution, so if this was passed, we would simply be one step closer to the founder's original vision.

    Did the founders get it wrong?
