With as many radars and satellites are trained on the Norks any missiles they launched without announcing them first would be shot out of the sky right quick. Then there'd be a diplomatic crap show. Then we'd either say don't do it again, or invade. I'm pretty sure the response to North Korea would be conventional warfare. If the US used a nuke, I don't see how we wouldn't be entering a nuclear world war 3.
Then again, I highly doubt North Korea could get a nuke to strike in the US unless we specifically allowed it to happen.
