Got to wonder if this was done for the same general reasons Obama and Holder wouldn't prosecute felons who falsified form 4473s: Demographics of the criminal population and a deliberate effort to create a crisis. Actually prosecuting felons trying to obtain guns and putting them in prison would have been effective at reducing the crime rate and that would undercut the whole agenda of BS narratives and generating a crime wave crisis.

The ATF and the FBI had competing ideas of a "fugitive," and it was decided that one definition should cover everything. It was decided that one that listed a fugitive as a person who left state of original jurisdiction would be used. Ergo, people who they could not prove had left the state, were purged from the rolls.
