This has been going on since the early 70s when I was living there.

Goes way back to the Sullivan Law. Simply said the law gives the city machine the discretion on firearms carry, end of story. Want a permit? Bring the machine something it responds to, cash.

It is always this way when the issuance is at the discretion of some official.
Before "shall issue" having a business that required you to carry several thousand dollars in cash was not a good enough reason to even get to fill out the paperwork.
One guy told me he got his by hiring an attorney to say he was a process server for the attorney. I think he said it cost him $100 to the attorney plus the fees for the permit. This was back in the 1970's.
