Why does the government always presume that they will come to us?

(simplified for time constraints) To further the idea, not only is attacking your own citizenry a really bad PR move, do you think that other countries like Russia and China (etc) would hesitate to drop supplies to aid in a regime change war for the guerrilla forces (the good guys in the hypothetical scenario)? It looks like a rather large opportunity for other budding or stagnated countries to forge better or new relationships with the US after they come in and "save us" from a tyrannical government that attacks it's own citizens. I guess that's one way to get those Russian ak's and Norinco stuff imported. I definitely still think the government is well aware that such a move is utterly stupid. Take the middle east for example. The government has been fighting for almost 20 years this time with illiterate conscripts using rusted ak's from the cold war. Why haven't we won that war yet? There's a lot of evidence to suggest that the citizens here could do better, especially considering we have the benefit of home depot and no STD's from goats.

A government has to not only fight insurgents who blend into the population, but the government also has to maintain regular government services and keep the people happy who havent risen up, or else they will. They will be spread too thin. Not enough resources.
And as we just recently witnessed in afghanistan with another green on blue incident, the enemy infiltrates your ranks. This would be true even if the government had foreign assistance.

It is a no win scenario for government unless they do actually nuke their population and good luck with that here.
