Depending on how you read this it oculd be that the Sherrif put a kabosh on it based on semantics of the laws. Sounds to me like he didn't really want to do it anyway and he was jsut proving his point about how silly the laws are.

Maybe Sheriff should move to northern CO, might be a little easier to conduct business once the new borders are drawn!
