    The problem this article addresses is that the plaintiffs didn't petition the District Court to issue the injunction that the Appellate Court mandated. Therefore the Appellate Court denied the plaintiff's request for them to get involved to enforce the mandate until the plaintiffs have exhausted other available remedies. The article doesn't say whether Chicago is delaying the permitting process for ranges based on the stricken parts of their code.
