It would seem that Rep Elizabeth H. Esty (D, CT) has introduced a bill to give States grants if they enact a handgun purchaser licensing, ( and registration since all handgun purchaser would need the license). https://www.congress.gov/bill/115th-congress/house-bill/5490/text?r=3 So far there are no co-sponsors listed. Don't see it making it out of committee but you never know.
Time to drop a quick email to your US Rep that you oppose HB 5490.
