I thought I read last year that the fees were getting dropped on the lifetime carry on July 1st of this year. Is this still the case or not. If not how come. I havent been following as close as i should.

The lifetime license will still cost money. I believe it will be down to $40 or $50. However this doesn't take affect until July 1, 2020
The new 5 year license will be free on/after that same date.

Does anyone happen to know what bill that was under and what legislative year. Better yet a link to the actual bill from in.gov?

Wouldn't it be July 1 2019? It was in this past legislative session.
