As the title says is it legal for a IN resident to sell ammo to a IL resident. They have a FOID. Issue is buying bulk ammo on sale in IL it can't be shipped to there home. And then there's a upcharge for going through ffl.
I lived in Illinois and you can get it shipped to your home. Unless it has changed recently, all they need to do is get the store a copy of their DL and FOID. The story will keep it on file and should ship it tho the home. I.E. Cabela's, Midwest, SportsmanGuide and such, all shipped to my home. I took a pic of my DL and FOID and emailed it to - all set to go.
Again, unless it has changed in the last 1.5 years.....that's how it is.
(Cabela's would not take an internet order. I would have to call them if I wanted it shipped to my home. For in store pickup I could order online)

Actually, I feel the OP is being honorable in his question because he does not appear to want to break any laws. I believe he is being "real".
And again, I would ask, what law would he potentially be breaking? To my knowledge an Indiana resident has no duty to comply with an idiotic Illinois specific law. I've been wrong before, but until I see a specific statute that prohibits an Indiana resident from selling ammo to an Illinois resident in a private transaction on Indiana soil, then I will continue to assume Illinois can go pound sand.

I've sold at Illinois gun shows and to Illinois residents through Gunbroker. Yes, ISP goes undercover at Illinois gun shows and will bust you. Obviously, in Indiana they would be out of their jurisdiction, but that doesn't stop activist news media types from hitting up Indiana shows near the border. Do you want to be the guy on the undercover video who makes their story or do you want to be the guy who sticks to the rules and sinks their story? Some of us have experience in these matters.
