I am wanting to replace the Butt Stock on my AR 15. What is the difference between the Mil spec stock and the commercial stock?

Tube diameter. IMO there's not really any reason to go with commercial diameter unless the stock you're buying doesn't come in milspec diameter.

The diameter of a milspec buffer tube is 1.148". The diameter of a commercial buffer tube is 1.168". Normally milspec buffer tubes will be flat at the end, and the threads for the lower receiver will be a slightly larger diameter than the buffer tube. Commercial buffer tubes are usually slanted at the rear, and the threads are cut into the buffer tube where it attaches to the lower receiver.
