Addendum to the 2014 USPSA Handgun Competition Rules, February 2014.Pistol Caliber CarbineAll references to “handgun” in the current edition of the rule book are deemed to apply to PCC aswell, except where PCC is noted in the rules. All references to “strong hand” and “weak hand” in the current edition of the rule book apply to PCCas follows: Strong Hand will require the PCC to be shouldered on the strong hand side, trigger pulledwith the strong hand. Both hands may be on the gun. Weak Hand will require the PCC to beshouldered on the weak side, trigger pulled with the weak hand. Both hands may be on the gun.NO UPRANGE STARTS WHILE HOLDING THE CARBINE.NOTE: This applies to classifier requirements in all instances.PCC 5.1.12 See appendix D8. All other handgun equipment rules apply to PCCPCC 5.2.1 Except when within the boundaries of a safety area, or when under the supervision and directcommand of a Range Officer, competitors must carry their pistol caliber carbine:PCC 5.2.1.1 Detachable magazines removed.PCC 5.2.1.2 Competitors must use a chamber safety flag, or clear chamber device, that is easilyvisible externally to the gun when transporting from vehicles or stage to stage. Anyone found inviolation of this rule will be immediately escorted by a Range Officer to a suitable range orsafety area where appropriate corrective action shall be made.PCC 5.2.1.3 Un-cased pistol caliber carbines must be carried shouldered or slung from theshoulder or held in the hands with the firearm reasonably vertical. Match Directors may requirethis to be "vertically upwards" or "vertically downwards" providing this is made clear to allcompetitors in a reasonable manner.PCC 5.2.1.4 Pistol caliber carbines may be transported or stored without a slip or case, whether or not reasonably vertical, in a mobile rack or carrier as long as a chamber safety flag isused.PCC 5.2.1.5 Match organizers may specify that carbines are allowed to be cased or uncasedwith the muzzle in a safe direction, i.e., into the side berm or backstop. This can be designatedas a “staging area” for carbines. No handgun handling is allowed in this area. Whencasing/uncasing PCC’s, the muzzle must point at a side berm or backstop. Failure to point themuzzle at a side berm or back stop during casing/uncasing will result in a DQ per PCC 10.5.2.1PCC 5.2.1.6 Transporting pistol caliber carbines from the staging area to the start position andback to the staging area from where the shooter unloads and shows clear, the gun must becarried muzzle up or muzzle down with the bolt locked open or closed on a chamber safety flag.PCC 6.2.5.1 If a competitor fails to satisfy the equipment or other requirements for PCCdivision during the course of fire, he will shoot for no score.PCC 8.1.6 PCC Ready Condition: normally the carbine will be prepared with a loaded chamber, loaded magazine inserted, and safety applied. Other ready conditions may be specified, and may beidentical to the handgun ready condition, with the exception of holstering.PCC 8.2.3 N/A for carbines. Fingers must be outside the trigger guard and the safety applied if thecarbine is loaded. Competitors are not allowed to start touching or holding ammunition, loadingdevices, magazines, etc.PCC 8.2.4 A course of fire may never require a competitor to start with the carbine held on the weakside.PCC 8.2.5.1 A course of fire may never require a competitor to place his PCC in any location after thestart signal. However, a competitor may place his PCC on any stable object provided this isaccomplished in a safe manner and the PCC is unloaded or in a ready condition as stated in section 8.1.8.3.7.1, PCC: “If clear, hammer down, flag”. While continuing to point the carbine safelydownrange, the competitor must perform a final safety check of the carbine by closing the bolt on anempty chamber, pulling the trigger, and then inserting the chamber flag or locking the bolt open. Thecarbine must then be transported with the muzzle reasonably vertically up or down, while scoring isdone, and then off the stage to a rack or case. Carbines may also be cased and transported off thestage in the case. When casing PCC’s, the muzzle must point at a side berm or backstop. Failure topoint the muzzle at a side berm or back stop during casing will result in a DQ per PCC 10.5.2.1PCC 10.5.2.1 Failing to point the muzzle at a side berm or back stop during casing or uncasing, orsweeping any person with the muzzle of a PCC, whether loaded or not, even if a chamber flag isinserted. Side berms/backstops may be used for casing and uncasing only. All other gun handlingwith the PCC, e.g., sight pictures, turning dots on/off, etc., must be accomplished in a safety area orunder the direct supervision of a Range Officer.PCC Appendix A3: All references to “strong hand” and “weak hand” in the current edition of the rulebook apply to PCC as follows: Strong Hand will require the PCC to be shouldered on the strong handside, trigger pulled with the strong hand. Both hands may be on the gun. Weak Hand will require thePCC to be shouldered on the weak side, trigger pulled with the weak hand. Both hands may be on thegun. I do hope that when the provision time is over for this division, they will keep this division separate from classification and from HOA. This PCC has so much mechanical advantage that lower class shooters are getting bumped by classifying from this division. And the start position advantages this division has where there's no uprange start, no hands above shoulders, no WHO/SHO. Not to mention if you have a 40 round mag, no reloads needed. And it's a rifle.

Haha. Not really. I could care less about PCC. Just my objective observation. And I'm not the only one who saw these advantages.

I only fired my AR once a year and when used in competition, I didn't lose the skill to use it, unlike pistol, where your diminishing skill is more obvious than when handling a rifle. The rifle platform has little room for skills compared to pistol. Just my cents.

I don't agree with PCC being a part of a USPSA "PISTOL" match. If you want to shoot PCC matches they should be separate form PISTOL matches. MY 2 Cents.

While I agree you have an advantage with PCC in certain aspects, others aspects are much more of a disadvantage (reloading times are slower, and shoulder transitions generally take more time then just going weak hand with a pistol)

I shoot PCC exclusively now due to injury taking me out handguns, and I can't help but notice most opinions about PCC are from people not shooting PCC and speculating on what a rifle should be able to do. Spend some time and I think you will find that shooting a carbine fast is as challenging as shooting a handgun fast. Certainly there are differences. Mainly the absence of grip being a large factor in accuracy. That just means you should be dinging all alphas even faster, right?

In some instances the classifications work to your advantage when there is a turn and draw. As JollyMon stated others are more difficult.

I did bump in class, but I also shot damn near 1K rounds a week the entire summer to get there. My initial classification was B.

Note: I too would like to see a better PCC database because there are some that have issues. Particularly those where there is a turn and draw or transition to weak hand. The times are not accurate when using Open.

We went over this at my recent RO class. We also did it in the practical range portion. I was a bit surprised to see that the club we were at was having the score keeper hold the case for the PCC guy or gal. I don't think so.

    Yeah
I'm not holding flags or bags
    RO's have enough to watch

There should be no unbagging when coming to the line. Should already be done. Flags should be put back in by the shooter. I'm working on something to hold the flag that makes it easy to retrieve since some grumpy old guys won't hold it for me. That's my chief annoyance right now. It gets lost in my pocket and takes too long to dig out.
