    Cap is not on the drain spigot.

    It does not have the hazardous material identification.

    What if the tank is empty?


    Would he need the placards then? Does the cap HAVE to be on the drain spigot in that instance? Personally, I would have screwed it on, but apparently that's just me.

    I'm going with the truck is in another lane, instead of being 3' off your rear bumper while you drive at 75 mph down the highway.

    It's an Australian hauler (as noted by the "NT" for "Northern Territories" at the top of the tank), so that means he's driving on the wrong side of the road. Also, he appears to have metric tires on imperial rims. Lastly, he is not using the required "naked lady" or "Yosemite Sam" mud flaps.

    The license plates say Indiana. The only fault I see is the hanging cap. The placards are turned off, so I'd say the tank is empty.

    Well, never having "operated" one of those, I'll assume from your post it doesn't screw on.

    LOL.

    That's how much I know about it.
    If you look closer at the picture you will see a lever with a ring on it in the Picture. There are 2 of those levers that cam the cap on to the plug.

    It appears that at some point the rear bottom portion of the tank was cut out (corroded maybe?) and replaced with the flat shiny piece of sheet metal you now see. Only, rather than welding the replacement plate in there is seems to be bolted/riveted with some sort of black sealant (small amount can be seen along the top of the plate). I don't think that would be considered and acceptable repair. That tanks gets in a wreck etc it would only take a very small twist/bend/dent etc to make that start leaking....

    That's the only thing I can see in addition to what the others have said.
