From all this preparation, it certainly seems that they're anticipating that the grand jury is going to return a No True Bill decision. Maybe in their heart of hearts they know that Brown was not the innocent choir boy that they've tried to portray him as. I sincerely doubt that they're planning all these events to "celebrate" the decision.
