      Could a Federal UBC law have a potentially good side effect???

      Under this logic police couldn't seize firearms for evidence. Even if you had a legitimate legal argument, your argument would need to be enforced by the legal system, and it would never happen. There are probably zero good side effects to a federal UBC law; this surely isn't an example of one.
