I open carry in WI all the time, they are generally ok with it in most areas. I now live in WI, so as a resident I've got to get their CCW permit since my license is now in state.
I tried the cargo pants thing with my .25 in a pocket holster and found that it would always slap my leg when I walked.
I'm a big guy and I typically do IWB carry.
It is legal, but the problem is that OH LEOs will hassle you if someone calls and complains. Not the LEOs fault, but the fault of their bosses for allowing it. The officers just follow orders like any of us at our jobs.
Basically it's legal, but you're not allowed to do it because of hoplophobia.

I have for sale an H&R Plainsman .22 rifle.
It is in good shape and shoots flawlessly with the only issue being a weak mag release spring, so the mag falls out if you work the bolt with a bit of force.
