A milk-jug hit at 200 yards means 'it has the range?' I can hit a milk jug at 200 yards with a .22 with no wind. That doesn't make it a 'sniper rifle.'

Look up some articles on .204 vs. .223 in varmint guns. The .223 is going to be more versatile with 45gr. screamin' varmint grenades or 75gr HBPT for yotes.

Either way, a cleaning rod will do in a pinch, but the wooden dowel reccomendation is spot on.
For the $1,000 budget, I would reccomend a Beretta 391 autoloader, but it's not MIA. The new Winny autoloaders are surprisingly well built, but it's hard to go wrong with an 1100/1187.

There are lots of options for prescription shooting glasses. None cheap, but most are good. There is a LOT of information over on trapshooters.com, since it tends to cater to a slightly older crowd.

Agreed. But the only depriming I do with RCBS dies is for pistol rounds. All of my rifle brass gets de-primed on a Lee Universal de-primer as the first step in the process.
The AR-10 is a superior platform to the M1A for 1,000 yard shooting. It is just inherently more accurate.
But I digress, if you're trying to decide between a .308, .300WM, and a .338, you've got a lot more research to do. the .338 is a few leagues above and beyond the .308
