If you miss the 30 day appeal deadline can one still try to get the ltch?

Not a lawyer, and not been through the appeals process. That said, I would imagine that you would have to start over with another application package, and if denied, inquire at that time.

Unless you can call them and find out why you were denied, then see if they will review your file for reconsideration of issuing you an LTCH.
