Sure, you can buy anything you want/need. I'd rather make it, plus save a bunch of money.
A few years ago I picked up an adjustable broken clothes display rack from a store. Figured I'd find a use for it someday. It's made with 3/4 and 1" square tubbing.
3 weeks ago I picked up a small frame with two busted 10" wheels off the side of the interstate.
My brain went into overdrive as what I could make. First replacing the wheels, $19 for the pair at Harbor Freight. Gathering stainless steel bolts, washers and lock nuts from the local hardware store, $25. I can get what I need instead of a bag of extras. Home Depot and Lowe's aren't hardware stores. After measuring, cutting, welding I have a cart like this.
