Get everyone on board, then in 2020 or 2021 go for ConC because the LTCH program is not a good use of scarce resources. I'm a bit too cynical to think that will happen... without a lot of help. And converted Fudds.

Actually the one version INCREASES fees for replacement licenses. ... (That's SB 237, I think)
