    I'd say the amount of time needed to process an application should be the same amount of time that it would take handcuff you for gun charges if you were ever to be busted. That seems only fair.

    No. It means it'll take about twice that. Note how they had 180 days to come up with a legal process before the declaration of the old legal framework unenforceable was extended another month. This 180 days will become 365 days just because Madigan and Quinn want it to. After all, Obamacare's employer mandate was put off a year just because Obama wanted it to be. And then the 90 days for the permits to be acted upon will be extended an indeterminate amount of time because of "unforeseen computer glitches" in the processing system. Mark these words. No one will have a CCL in IL until 2015 at the earliest.
