I like the "public servants" first approach. How many times do we hear of lost guns? Or, left behind on the toilet? Or stolen from their take-home car?

Let the FBI, CIA, and local law enforcement try it first. If it works, great.

I'd say let the military try it, but I don't want our servicemen to be the test case. They need something rock-solid, not toys.
