I know if a title is lost, the Indiana BMV can issue a duplicate title.

    BUT
Is it legal to sell a car in Indiana to an Indiana junkyard without EVER presenting them a title?

Pick a Part claims they can buy a car from my wife and she doesn't EVER need to give them a title to it?

    Sounds shady to me.

IF it is legal to sell a car without a title, it seems like this could be used to steal cars and sell them to junkyards.

I think they can for salvage. But they may have to pull the title from the BMV themselves. (Family used to work in the industry and I vaguely recall that)

(my way of tagging to see if my 20yo recollection is correct... wait for an expert before handing them the keys)
