There's currently a bill that is considering doing away with the LTCH in order to have a handgun in a car. It appears that this would allow people to buy handguns from private sales without having a LTCH and still be able to transport it home. WTHR (Local Indy-area NBC) has a poll on their home page about whether a LTCH should be required. Scroll down about half way on the right hand side of the page to vote.

It appears that the only change would be that you could purchase from a private sale and transport home or take the handgun to any private property, not just a gun shop. It looks like the gun must be secured to fall within the parameters of this bill.
