Need help identifying this ammo

I picked up some of this stuff and have know idea what it is. It says FC and either 06 or 90 it is 5.56 ammo

Good discussion going on over there about the Federal 5.56/.223 stuff and what years were good for reloading versus the stuff you should just scrap.

I'm having a hard time telling... Is it a painted tip or some kind of jacketed soft point? If painted here's a good site that explains many markings
