Philidelphia taxing its resident bloggers

The City of Philadelphia recently began requiring bloggers who have ads on their site to pay The Man a $50 per year fee for the privilege. Most blogs do not generate very much in advertising revenue so it ends up being a net loss to run their blog instead of it working out that advertisers help them recuperate the costs of maintaining the site.
