    BTW- Philly just set a new standard of care (though this isn't the first time) for what the gvt. MUST do when it reasonably anticipates that people may climb poles...and break their own necks.

    After the first claim will be a city contract to install airbags at the base of the poles. Being a city contract, it will be expensive, bribes will flow, and political campaign donations will soar. Win Win!
