Alright, I think this one has been photoshopped. My guess is that an image of a target has been superimposed upon some sort of sign the guy is holding. Perhaps because the target is flat, but the lighting on it seems a little different from the surrounding. Note that the light is coming from behind, so there is shadow in front of the man and on his chest. But there is no shadow on the target. The boundaries of the target seem a little weird, too.
