I ordered a couple of the PSA AR15 lowers on sale. I emailed PSA and asked them if they offered these lowers classified as a pistol lower, or if they are only rifle lowers.

The answer that came back was that all of these lowers are classified as rifle lowers when they leave the manufacturer, but that they could be assembled as a rifle or pistol by the transferee.

Do I need to "re-classify" the lower as a pistol, and if so, what form is that?

you can build either without doing anything else to it. hence why you have to be 21 years old to buy a stripped lower (that takes care of the pistol requirements.)
In other words you'll classify it when you build it :rockwoot:
