Question about CCW NICS

I have a friend in Arkansas claiming that because he is a CCW holder he does't have to have a background check (NICS) to purchase a firearm. I wanted to know if that was a state by state thing or is it federal? I looked on line but there was no clear information. I called my local FFL and he said that the background check is required every time a purchase is made. Please advise. Thanks in advance.

It's a state-by-state thing. Many states include a NICS check as part of the Licensing process. Some have gone further to exclude the NICS check for license holders. Here's a page on it:

Indiana used to be like that as I bought several handguns just by showing my LTCH.

The ATF has a page on it as well. Of course it has a silly name only the government would give something like this, that no one would google.

Several years ago that was the system.......It was changed awhile back, I'm thinking 8-10 years. Now you do the NICS if you have an LTCH or not....

That's because, during the AWB, there was a "waiting period", and background check.
Your LTCH was considered the "wait" and the background check.
