I just reloaded some 223 and noticed on 1 round I have a ring around the very end of the case neck. Its maybe a 32nd from the top of the case and just deep enough to catch a finger nail on. At most this its been fired 3 times all from my AR.

Safe to use or should I pull the bullet and trash the case?

Check your case length, it might need trimming. If you set your crimp on a short case, then used it on a longer case, it could be setting the crimp back because of the longer case.
