    Why not Department of Child Services already protects reporters from any liability but they have to follow through and inspect on every report no matter who it is.

    The article makes it sound like the only protection would be from civil lawsuits. not from criminal, for example false reporting.

    Still, how would the falsely accused be made whole after spending big money on a lawyer defending himself?

    a shield for those "acting in good faith" and with "objectively reasonable suspicion" that a plot may be unfolding.

    That's pretty much already the standard, at least in this state. There's already strong public policy protecting good faith reports of reasonable suspicion of criminal activity.
