    I don't know if I would class .223 a 'high power' round. .30-30 has almost twice as much energy.
    It's hard to equate the two rounds. The .223 might make it through 1 1/2 Hoodie Boyz but the 30-30 will probably make it through 3. But the .223 package is almost always semi-auto while the 30-30 is lever or single shot. The AR type launcher can be more easily pointed out of the back window of a low rider and fired multiple times :ar15: while the lever gun has to be pulled back in each time and a new round cranked in. One thing they have in common, though, is that the hot shell casings could set off the weed stash that is being transported or cause the meth making ingredients to ignite. So it's pretty apparent that gang bangers probably won't be buying/stealing either caliber at Wal Mart.
