It is old and I think it may have something to do with water or fluid but I'm stumped, anyone know?

The top looks like an old shovel handle, that's been repurposed. It looks like something was wrapped around the end at some point. If it goes with the galvanized piece I would say someone made a hand pump well out of it?

How long are the pieces? Is it leather on the end of the wooden handle?

length of the galvanized tube is just under 27". Yes the wooden part fits inside of the metal tube and there is some leather left on the end opposite the handle. There is also what appears to be some sort of filter at the small end of the tube. The short tube near the flared end is open.

With a filter on the end and the notch it is more than likely a sump style pump then.

Stick it down into something and pump the fluid out.

    It is old and cool.

And if it were a plunger (assuming you meant for a toilet) I can see why it never made it to household status. :)

WOW, you figured it out, thanks! Since my grandfather was a dedicated fisherman, I suppose he may have had this for his boat.
