    at first I thought it was a rail raiser but it looks like it's for attaching 2 rails together....

    Now I am no engineer but couldn't you get the same effect by using 2 1 inch scope rings and attaching them together without the upper part of the rings, so basically you would bolt on both bottom parts of the scope mounts open end to open end? If it works I would go steel rings with QD .
