I've searched the internet pretty well but can anyone possibly point me in a direction to where I can find one of these . Even if out of state I can have it shipped from ffl to ffl right ? Sorry if this isn't in the right sub but it seemed fitting

The entire XD-E line is discontinued. You're likely looking at trying to find a used one. The 4.5" model is probably the least popular model of an already unpopular line of pistols, so probably not a lot of them were produced.

Gunbroker has just one used 4.5" model listed right now.
