    As of Nov 15 it is illegal for persons under 21 to purchase:
    Receivers
    Frames
    Pistol Grip Shotguns
    From a FFL.
    Only Longguns ie Rifles and full length shotguns.
    New 4473's go into effect on Nov 15th.

    No, it's actually been law for a long time, they are just now deciding to enforce it.

    Yup. The exception for those under 21 to purchase firearms is specifically for rifles and shotguns, so lowers are "other" and therefore not purchasable until you are 21

    I believe not. You still wouldn't fill out the 4473 until after the 15th, which means it would be marked "receiver" and therefore not transferable to you.

    I pasted the notice I was sent via email from the ATF this week. Question 18 they refer to states in the instructions " 18 USC Section 922 (b) (1) makes it unlawful for a licensee to sell any firearm other than a shotgun or rifle to any person under the age of 21." "since a frame or receiver for a firearm, to include one that can only be made into a long gun, is a firearm other than a shotgun or rifle, it cannot be transferred to anyone under the age of 21." Maybe Karl can correct me if I am wrong but I don't think this affects Indiana residents doing personal sales or transfers to another Indiana resident. Check with the ATF if in doubt.

    When i was in PSS the other day bob said that this is not true. I asked about lowers and he said that you just have to be 18 for a rifle lower and 21 for a pistol lower.

    why are you always ******** on people michiana? I have done the same as that guy.

    Making the statement "I guess I will have to find someone else to buy for me" is saying you want to do an illegal act or did I read it wrong. I am not crapping on you I am stunned someone would make that statement in writing on a public forum. I suggest you go back and remove it right away as obviously it was a mistake. The new law is posted on this thread as it came to the FFL's from the BATF. If someone wants to go ahead and sell to someone under the limit that is their choice.

    I don't think that he trying to cause anyone grief he is just trying to keep people out of trouble.

    If you buy a gun for someone that can't legally buy one you are guilty of a straw purchace.

    You go to PITA prison for that.

    I don't know Bob, but this is true if the dealer uses the new 4473's. A receiver cannot be transferred to someone under 21 as it isn't an exception under the GCA.

    I believe Michiana was worrying about straw purchases

    The law doesn't make that distinction. It's if you don't answer question 1 truthfully (is this gun for you), the person could be able to buy it or not, they're both straw purchases.
