I was walking our dogs downtown tonight and noticed that the Indiana State Capitol was watering its lawn. I know that there is a voluntary watering ban in effect Heat wave won't give up, Indianapolis watering ban extended | The Indianapolis Star | indystar.com

Who should we call/email about having this changed? I have the app on my phone to report things to the city government, but I would imagine someone would get that message, think to themselves "states problem, not cities," and delete it.
