So I read (well, skimmed) Margaret Sanger's "Point of Civilization" which is a dark, sad manefesto of her position on eugenics. I don't believe you can read it and come away with belief other than that she was a horrible person, and definitely racist. Not just to the "negros", but to any race beyond whites; specifically rich whites.
To answer your question "was pp created to kill black babies?" No, pp was created to kill babies, period. Blacks were definitely on the top of the list, however.

The context that she was not intent on the killing, specifically, of black children. She had long been a proponent of birth control/eugenics, lacking any sinister racial intentions since what 1915/16? She didn't even propose the "Negro Plan," until 1930. If you said she was intent to elimination poor children, I'd agree. But she really didn't care what color they were.
