I'm not that smart and I understand them. I have overestimated my taxes for the past 2 years (not intentionally) and applied the overage to the next year's taxes.
The first year was due to the "Trump tax cuts" which produced an unexpected "windfall" and the next year was trying to hone in on the proper estimates, so it was a lot less, but still overpaid.

The NYT article claims that Trump distributed losses across multiple years to reduce his tax burden. Of course that’s not how they worded it.
